With reference to Despatch No. 87

of the 12th. March, 1903, from Your Lordship's predecessor,

I have the honour to forward the enclosed copy of a letter

from the Assessor of Rates dated the 15th. ultimo, which

the Colonial Treasurer has recommended for favourable

consideration.

I am of opinion that this is a

typical case in which a personal allowance should be grant-

-ed. Mr. Chapman has held the post for 20 years and during

that time the work of his sub-department has greatly in-

-creased. I think, therefore, that although the post it-

-self should not be permanently raised to an equality with

that of Postmaster-Ocneral, Mr. Chapman should himself be

allowed to draw a further increment for the five years he

has served since the last personal allowance was given to

him, that is to say, a further sum of $200 with Exchange
