The best solution of the difficulty

that offered itself was to set apart the major portion of
the existing Cemetery for Christian burials, and to
reserve a portion of it for Non-Christian burials. The
area coloured red in the plan shows the portion which is
set apart by the Ordinance for the former. In it will be
included two extensions marked 'A' and 'B' the use of
which will become necessary in the near future, and it
also shows the portion of the existing Cemetery which it
is proposed to use as the Non-Christian burial ground.

There has been no opposition from
any quarter to this legislation and I trust the arrange-
-ment will meet with Your Lordship's approval. If Your
Lordship concurs in the arrangement I consider that it is
desirable that the area set apart by the Ordinance should
be dedicated. I have approached the Bishop of Victoria on
the subject as to whether he would be willing to dedicate
the ground notwithstanding the fact that many Non-
-Christians were buried in it, and he has after consulta-
-tion with the heads of various denominational Christian
Communities expressed his willingness to do so.
