I have examined the accompanying Ordinance, entitled

An Ordinance to amend the Public Places Regulation
Ordinance, 1870
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructons
The Ordinance mak ́s it lawful for the Gove. nor to authorize the
Use of public places for exhibitions, concerts, bazaars, etc, and to allow gate money to be charged. To prevent any question as to the charge being ultra vires it is desirable to authorize such charges as
the Governor may apprové.
