post of 2nd Master.
3. Mr. Ralpha actually did the work of Normal Master
from the 1st January 1908 to the 7th April 1908, and after that
date, owing to the absence on leave of Dr. G.H.Bateson Wright,

he acted as 2nd Master, while Mr. B. Tanner discharged the
duties of Hormal Master. It was, however pointed out at the
time that, on the one hand Mr. Ralphs, though acting in a

higher post, would draw no extra pay and that Mr. Tanner on
whom devolved the work of Normal Haster would also get no pay
for his additional work. An arrangement was, therefore, made

by which Mr. Ralphs and Mr. Tanner each drew $12.50 plus

exchange compensation thereon, the amount being defrayed from
Dr. Wright's lapsing salary. Your Lordship has now substantive-
ly appointed Mr. Ralphs to be 2nd Master, and he therefore
drops the allowance of $12.50 per mensem hitherto draw by him.

The result is that his promotion actually means a loss of pay
to him: and I therefore recommend that he should be allowed to
draw his first increment aa from the date of his appointment.
In order to prevent any recurrence of these
