With reference to Lord Elgin's despatch No.101
of the 22nd May, 1907, I have the honour to report that the
arrangement with regard to the Normal Kastership at Queen's
W
College recommended in Sir M. Nathan's despatch No.88 of the

11th April 1907 and accepted somewhat relustantly by Lord Elgin
in his despatch No. 178 of the 18th August 1907 has given rise

to considerable difficulties since it came into effect.

Kr. E. Ralph's salary as a Senior Master at
Queen's Qollege was $2,400 rising to $3,000, and at the end of
the year 1907 he was on his maximun. As from the lat January,
1908, the allowance of $600 per annum to the normal master w&B
I
amalgamated with the salary of the officer holding that post,
..
and Mr. Ralphs therefore drew at the rate of $3,600 per annum.
But the dollar salary of the 2nd Master at Queen's College was
$5,500 rising to $4,200 per annum. Therefore Mr. Ralphs being
