It is obviously unfair that some of the smaller Agencies

should be paid for (in part) by the local community, while

others on which the chief loss is incurred, and who are

more wealthy (such as Shanghai and Tientsin) should

receive the same privileges without payment. I therefore

propose to inform the 4 places named that no contribution

from them will be required in 1910.

With regard to Tientsin, Your

Lordship will recollect that this Agency stands on a

separate footing inasmuch as this Government only under-

-took to conduct it provisionally for one year, and in

1908 declined to continue the service unless the resulting

loss were guaranteed. The actual loss was accordingly

paid by the Community, but the Military Contribution of 20

per centum on gross receipts (amounting to $1,312.87) fell

on this Colony. Since the community decline to pay the

actual loss wihout Military Contribution, I telegraphed to

Your Lordship on September 27th., informing you that since

the arrangement would expire on October 9th., and the

Municipality refused to continue their subscription, I

proposed in accordance with the warning already given to

them to discontinue this Agency. In reply Your Lordship

telegraphed on September 30th., that you could not now
