being taken as shall at least relieve this Colony of any

charge on account of these Agencies in the coming year,

even if it be impossible to make a refund for the loss

incurred in the current year. The latter appears to me to

be the equitable course in view of the fact that the

Treasury were warned by the Secretary of State in January,

4483/71908, that the Colony could not be called upon to incur any

loss, and that the subsequent delay has arisen from the

absence of any reply on their part. The loss in 1907 of

which I had complained amounted to $29,836. The loss in

1908 was $55,172 and the anticipated loss in the current

year is $53,760. I submit to Your Lordship that the latter

sm should be made good to the Colonial Revenue.

with regard to the loss in 1910

which is estimated in round figures at $54,000 of which

His Majesty's Government has undertaken to guarantee half,

I addressed letters to the various communities requesting

them to contribute a moiety of the remaining loss exclusive

of Military Contribution. The only ones which were willing

to guarantee the sum asked are Ningpo $175, Foochow $175,

Hankow $650, Hoihow $125, while Shanghai, Tientsin, and

Chefoo declined. Thus a sum of $1,125 only, out of a

total of $27,000 is all that the communities will provide.
