As I have dealt with the question

of the Railway Estimates very fully in recent Despatches,

I need now only draw Your Lordship's attention to the new

item of $20,000 for traffic receipts appearing for the

first time (page 18 of Estimates). Another new item is the

sum of $100,000 for "Salaries and Expenses of Open Line"

(page 90 of Estimates). It is anticipated that the British

Section of the Railway will be open during the whole of

the second half of 1910: and for that period, as Your Lord-

-ship will observe I expect the Railway to run at a loss of

$80,000.

A new Opium Farm has been let for

3 years from the 1st. of March, 1910, at an annual rental

of $1,183,200. This means that the direct loss under this

head for 1910 including Divan Licences will be $225,860

and that in the two succeeding years the loss will be

$270,660. I informed Your Lordship of these facts in r

telegram of the 5th. of October, and at the same time

inquired
