The section was I understand intended to impose an additional
check on the unlawful sale of liquor by unlicensed persons
but the section was found to be an undue interference with the
through trade of the port and the Government therefore pro-
posed to repeal it but the Government intends to introduce
legislation to prevent breaches of the Licensing Ordinance
by unlicensed importers, e.g., importers on commission.
Section 4 exempts from duty liquors imported for use at
Government House.
