My Lord,

With reference to Lord Elgin's

Confidential Despatch of the 9th. August, 1906, I have the

honour to transmit to Your Lordship copies of the cor-

-respondence noted in the annexed schedule with regard to

the salary of the Crown Solicitor.

Mr. Bowley was in 1906 offered a

choice between payment of £1,000 per annum, in sterling and

of $10,000 in dollars. He chose the latter and Lord Elgin

in approving this choice wrote:- "Kr. Bowley must under-

"-stand that the question is now finally settled and that

(1390), Wt, 20024-26, 5000, 11/08, A, & E, W,

(8327).

"

"in the event of a fall in the Exchange value of the

"dollar, no application for additional remuneration will

"be considered". This decision was at the time communicated

to Mr. Bowley, who acknowledged it without demur. He has

therefore no claim to be now placed on a sterling salary

nor has he any legitimate grievance in regard to his
