I hope examined the accompanying Ordinance, entitled
An Ordinance to relieve the Governor-in-Council of certain duties.
and I am of opinion that the Ordinance is one which is not contrary to
The Governor's Instructions
Numerous duties are conferred by various Ordinances on the
Governor-in-Council and this has involved the circulation to the
Executive Council of many official Minute papers which it is
considered may be advantageously dealt with by the Governor without
the intervention of the Executive Council.
The Ordinance accordingly transfers certain powers and duties to
the Governor which were formerly conferred on the Governor-in-Council.
