promotion of Mr. J. R. Wood. I made this recommendation after
consultation with the Registrar of the Supreme Court who stated
that he advised the appointment of Mr. Melbourne rather than
Mr. Lee-Jones, because (1) Mr. Melbourne has 12 years seniority
at the Bar: (2) he has been engaged in legal work since 1891,
part of the time in a Solicitor's office, part of the time in
practice at the Bar, and part of the time in Government
Service: and (3) he is mentor to Mr. Lee-Jones in the legal
branch of the service. Mr. J. H. Kemp has further expressed the
opinion
