I have the honour to report that in connection with

the Liquor Ordinance much extre work will be required of the

Analyst. Briefly there is the strength of Chinese wines to be

ascertained at the distilleries, the denaturing of spirits to

be seen after in warehouses, some attendances to be made at

bottling and breaking down operations, and attendances at court

for supporting charges made under the Ordinance. Extra work

has to be done now also in connection with the Opium Ordinance,

such as the inspection of books of licensed persons. There is

enough to keep an analyst occupied outside the laboratory all

day in connection with Liquor and Opium only, therefore I would

ask that a qualified assistant analyst be appointed, otherwise

it will be impossible to carry out what is needed. Before being

sent out he should be attached for one month to the Customs

Department of the Excise at home. I would suggest that his pay

be £360 rising to £420 with a travelling allowance of $30 a

month. He should be on probation for three years.

2. The Harbour Master prefers that the interpreter

necessary for visits to Chinese distilleries, should be attached

to the laboratory. I do not know how much is given usually

to a reliable man of this kind.
