appointed. The salary I recommend for the new post is £300,

rising to £360 per annum with a Travelling Allowance of

$30 per mensem, and to this post I propose, subject to

Your Lordship's approval, to appoint Mr. A. C. Franklin,

the present Assistant Analyst. I attach particulara, in

duplicate, of the office which he vacates and I have the

honour to request that steps may be taken to fill it as

soon as possible. With regard to Mr. F. Browne's applica-

-tion I propose that as the Goverment Analyst will be the

Head of a Sub-department with two European Assistants and

as his work will no doubt be considerably increased both

by the Liquors Ordinance (Jo. 27 of 1909) and the Opium

Consolidation Ordinance (No. 23 of 1909), his salary

should be at the rate of £420 rising to £540 per annum, or

in the case of Mr. Browne (who has not accepted the

sterling salary scheme) at the rate of $3,600 rising to

$4,200 by $300 triennially, and I recommend that Mr.

Browne, who has since the 5th. of December, 1904, been in

receipt of his maximum, should draw his second increment of

$4,200.

Liquors Ordinance to the New Territories are not yet

complete, but I shall not fail to inform Your Lordship

fully
