Sir,
I have the honour to acknowledge the receipt of your letter No. 2938 of the 13th instant, the contents of which I have communicated to the Foreign Office at Berlin and the Admiral commanding the German Squadron in the East.
I may add that I am afraid that considerable inconvenience will be caused by the elimination of Consular intervention when great transports of troops arrive on Sundays, a case which has happened several times in the last few years.
