The District Officer at Taipo has
represented to me that the entertainment of public
officers visiting Talpo on duty is a severe tax on himself
and the Assistant District Officer while the social
obligation to show hospitality to officers not on duty,
who have no other place at which food or drink can be
obtained, forms a very real strain, which though it can
hardly be officially recognised, is in practice not easy to
evade. He wrote on the 3rd. instant as follows:- "Mr.

"our own personal friends whom we invite to see us, we have
