venture to invite Your Lordship's attention to paragraph
10 of Lord Knutsford's Despatch No. 189 of the 4th.October,
1889
from which I infer that it was the intention under
the new system that the Local Auditor should devote his
attention personally to the checking of receipts as well as
other duties and I have no doubt that this would have been
more emphasized had the subsequently exposed inefficiency
of an Audit Department which was practically composed of
Portuguese Clerks been known at the time.
