Report on Ordinance No. 24 of 1909.
I have examined the accompanying Ordinance, entitled
493 An Ordinance to amend the Rating Ordinance, 1901
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions
This Ordinance provides for the exemption from assessment for rates of villages and areas in the New Territories and elsewhere in the Colony.
