Report on Ordinance No 23

I have examined the accompanying Ordinance, entitled
An Ordinance to amend and consolidate the Laws relating
to Opium and its compounds
and I am of opinion that the Ordinance is one which is nos contrary to
the Governor's Instructions
This Ordinance consolidates with some small amendments
previous Ordinances relating to opium and morphia, and puts an
end to the confusion which occasionally arose in the past
from the necessity to refer to several Ordinances for the law on the subject.
The Ordinance will enable tenderers for the Opium Farm to know exactly what the existing law is.
