While 1. A. J. Barry was in
Hongkong I discussed with him the subject of the reductions
which could be effected in the Railway Staff as the work
approached completion: and it was then proposed that towards
the end of this year the services of Mr. R. Baker should
be dispensed with and that Mr. M. H. Logan should be
retained during next spring.

I have since then reconsidered
this matter carefully and I have come to the conclusion
that it will be better to retain Mr. Baker rather than
Mr.
Logan,
because the former is familiar with the large
contract let to Messrs. Leigh and Orange which has proved a
source of much trouble and difficulty and which will
probably be the last work completed on the Railway. Mr.
Logan has never had to deal with this contract and there-
-fore when Mr. G. W. Eves leaves the Colony there will be
