Hongkong, 19th August, 1909.
In accordance with Colonial Regulation 212 I have the honour to transmit in duplicate the enclosed letter addressed to Your Lordship by the Superintendent of the Botanical and Forestry Department. The reason that Mr Dunn has addressed Your Lordship direct is because I declined to submit his application addressed in the usual way to myself in pursuance of the instructions contained in Your Lordship's Circular of August 28th 1908.
Sections 4 and 7 I understand those paragraphs to lay down the principle that unless there is any special urgency applications for promotion or transfer should be submitted with the Annual report called for in Colonial Regulation 36. and I shall be glad to know whether I have correctly interpreted that Circular.
2. Mr Dunn's application is for employment upon the scheme of Afforestation for Great Britain if and when it is organised. I also forward in duplicate the usual printed form of application.
