Government House, Hongkong, 19th August, 1909.

In reply to Your Lordship's Despatch No. 107 of the 22nd of last June, I have the honour to state that there is no objection to the proposal that Medical Practitioners who take one of the free courses of the London School of Tropical Medicine should be required to obtain the usual certificates of regular attendance and satisfactory progress, provided that, if a Medical Officer is unable through illness or for any other good cause to present himself at the examination, but subsequently takes a diploma in Tropical Medicine, he is not charged any fees for taking such diploma.

2. The Principal Civil Medical Officer has also pointed out that senior Medical Officers may wish to do special research work and not go through the ordinary routine, and that if this necessitates their paying their own fees they may prefer to go elsewhere.

RIGHT HONOURABLE EARL MARRI, OF CREW,
