As you are aware, the Royal Instructions direct that the Executive Council should be consulted on all matters, except those specifically exempted.
The houses and other matters enumerated in the Royal Instructions are not to be discussed in the Executive Council. This happens tentatively when it is not in the public interest to consult them, with the possible exception of matters dealt with in these sections, which I have mentioned.
I see that the matters dealt with in these sections are not such as fall within the category of exemption. I have accordingly suggested that the rules may be amended.
The substitution of "Governor-in-Council" for "Governor" is proposed in Section 4(1) and Section 0(12).
