Deputy Consulting Engineer and Under Secretary Railway Branch,
to the Government of Bombay in 1904-5, and was Manager and
Engineer-in-Chief of the Kathiawar Railway system in 1905-6
during the absence of the permanent incumbent on long leave.
At the present time he is in charge of a
very important hill section of the North Western State Railway,
his duties comprising the control and supervision of all the
Departments of the line, viz.:- Engineering, Locomotive and
Traffic. Personally, Mr. Lillie is in every way suitable both
in appearance and manners.

While offering this gentleman to your
Government, I am to say that the Railway Board wish to make it
quite clear that they have no desire at all to lose the benefit
of Lillie's services and their reason for his selection is
because they desire to send you an officer who, they think,
would be capable of carrying out in a satisfactory manner the
duties you will entrust to him.

I am now to ask that if you decide to accept
Mr. Lillie you will kindly telegraph to RAILWAYS, SIMLA, the
words "ACCEPT LILLIE". On receipt of this telegram arrangements
will be made to relieve Mr. Lillie of his present duties: as he
will require a little time to settle up his private affairs
here, the date he will sail for Hongkong will probably be about
the middle or end of August.

To prevent any misunderstanding it will be
perhaps best to recapitulate the terms on which Mr. Lillie
would be placed at your disposal. He would be lent by the
Government of India and on the termination of his engagement
with you he would return to our service. The conditions of
service with you would be:-
(1). Engagement to be for three years, commencing
from the date Mr. Lillie sails from India.
(2). Salary £1,500 per annum (payable in not less than
four instalments annually) from date of sailing.
