I am directed to acknowledge the receipt
of your letter No. 2852/1909, dated the 15th. April, 1909, with which you enclose a memorandum by His Excellency dealing with the nature of the advice your Government requiras in connection with the pojected working agreement for the Kowloon-Canton
Railway and the qualifications of the officer it desires to
engage from India.

With regard to the first part of the Memo**
-randum, I am to say that the President of the Railway Board,
Sir Trevredyn Wynne, will transmit to you his views as he has
knowledge of Chinese conditions acquired during the two years
1902 - 1904 he has in Northern China.

With regard to the selection of an officer
capable of carrying out the duties you desire him to undertake
the Railway Board have, after very careful consideration,
decided to recommend to you the appointment of Mr. G. F. Lillie.
Mr. Lillie is of pure Brit ish extraction and is a strong active
man in excellent health and 39 years of age. He was educated at
the Royal Indian Engineering Collage at Cooper's Hill of which
College he is a Fellow, joined the Indian Railway Department
in 1992 and has now had seventeen years' service. During this
period Mr. Lille has had considerable experience of railway
construction work. Besides this he has obtained special
experience in railway administration and management. He was
Deputy
