I have the honour to inform Your
Lordship that ry attention has been drawn to the fact that
Mr. S. 3. C. Ross has acted for more than 4 months as
District Officer at Talpo during which time he has dis-
-charged singlehanded the duties of the two posts of
District Officer and Assistant District Officer and that
since the appointment of Mr. D. W Tratman to act as

Assistant District Officer he will continue to act until
the end of the year in the post of District Officer without
receiving any pay in addition to that of Assistant
District Officer.
2.
As it is contrary to the spirit
of the Colonial Regulations that an Officer should act in
an appointment senior to his own for so long a time without
any extra remuneration, I have the honour to recommend
that Mr. Ross should be permitted to draw half of Mr.
Hallifax's
