I am directed to inform you that the building presented to the Colony by your father as a Reformatory for boys, has for some years past been used as a Branch Prison, since it was found that there were no boys sent to it by the Magistrates, and it was therefore useless for its original purpose and had become merely an incubus on the Colony.
His Excellency has not felt satisfied, however, that this arrangement carried out the intentions of the Donor, and on this point he desires me to invite an expression of your views.
He has it under consideration to use the building as a Reformatory for women and young girls, a project which he feels sure you will concur in thinking as nearly approaches the intentions of the Donor as the circumstances of today admit.
