*FATSHAN INCIDENT' In reply to your note

of yesterday the incidents connected with our negotiations and

the position at the moment are as follows:-

The Self Government Society apparently had

in the beginning the support of the Canton and Amoy shippers

both here and in the Philippines. It was through an Amoy

Shipper that we started to negotiate with the Self Government

Society. In this we were unsuccessful, for having obtained

their original demands they evaded coming to a complete and

final settlement, obviously "fishing" for means to gain "face"

at the expense of the British and Portuguese Consuls. They

tried in various ways to gain their object but unsuccessfully,

as both Consuls stood firm and refused to recognise them.

The Amoy shippers in Hongkong at this point

began to tire of the self imposed task of mediators; they

resented the Self Government Society's refusal to accept the

settlement they had been at so much trouble to arrange with us

Amoy men quarrelled with the Self Government Society and
