My Lord,

Government House,
Hongkong, 4th. August, 1909.
I learn from Mr. G. W. Eves, the
Chief Resident Engineer, that "the items common to both the
British and the Chinese Sections of the Kowloon-Canton
Railway which necessitate the expenditure of considerable
sums of money (in connection with the Consulting Engineers)
are:- Carriage Stock, Wagon Stock, Girders, Plate Girders
up to 60 feet span". It is obvious (especially in the case
of interchangeable Rolling Stock, the details of which are
settled by the two Chief Resident Engineers) that the
design prepared by the Consulting Engineers and furnished
by them to each of the two Sections is identical, but I am
informed that no charge is made to the Chinese Section for
these or any other designs and that "it is only when an
order is let at home that they obtain any remuneration for
their services as designers".
