transfer of Mr. Bullock to the Colonial Secretary's Office

should take place shortly before Mr. Crofton's departure

in order that the new 2nd. clerk may have the opportunity

of being instructed by the Chief Clerk in the routine work

of the Department.

Subject to Your Lordship's approv-

-al, I have therefore made provision in next year's

Estimate for the salary of a 2nd. clerk in the Colonial

Secretary's Office at the rate of £300 per annum. This will

not involve an immediate increase in the expenditure of

that Department as Mr. Craig's present salary is equivalent

to £306 per annum.

I have found some difficulty in

deciding what to do with Mr. Craig. For the present I

propose to employ him as Land Bailiff, since the Land

Officer informs me that an urgent necessity exists for

the services of such a man in the Southern District of the

New Territories. I am advised that it will be necessary to

provide in the Estimates of next year for this post, and

meanwhile Mr. Craig is being paid from lapsing salaries.

The post of Principal Clerk in the Sanitary Department

of which the substantive holder was Mr. C. F. V. Bowen-

-Rowlands

has now been abolished. I hope that it may be

possible
