During the two years for which Mr. Craig was on leave as well as since July, 1907, the duties of 2nd clerk at the Colonial Secretary's Office have been discharged by various Officers, Chinese and Indian; but, although several of them have proved to be moderately capable, I am of opinion that in the responsible and confidential duties involved in the charge of the General Register at the Secretariat it is preferable to employ an Officer of British race, the more so as from time to time the 2nd clerk is required to undertake the still more responsible duties of the Chief Clerk, who has charge of the Confidential Register.

I have, therefore, the honour to recommend that Mr. E. Bullock, the Accountant and Head Clerk in the Railway Office at Taipo, should be appointed 2nd clerk in the Colonial Secretary's Department. Mr. Bullock is strongly recommended both by Mr. G. V. Eves, the Chief Resident Engineer, and Mr. H. Logan, the District Engineer at Taipo, who inform me that before long his services will no longer be required by the Railway.
