Mr. Craig was absent on leave from December, 1903, to December, 1904, and on his return his health was bad and he gave less satisfaction than before. Finally in a minute dated the 22nd November, 1905, of which I enclose a copy, the Chief Clerk reported him to the then Acting Colonial Secretary Mr. T. Sercombe Smith as inefficient and urged that steps should be taken to relieve him of his duties at an early date. Mr. Smith was, however, unwilling to deal with the matter, which was therefore postponed pending the return of Mr. Bay from leave. Meanwhile, Mr. Craig fell ill and was granted a year's leave from March, 1906, to March, 1907, and when he returned Mr. May declined, owing to the numerous mistakes discovered in his work, to put him back in the Registry. He was instead placed in charge of licences, although such work was too simple for such a highly paid Officer, and in July, 1907, he was transferred to act as Principal Clerk in the Sanitary Department because he was considered unnecessarily expensive in the Colonial Secretary's Office.
