I have the honour to inform Your

Lordship that in my opinion it has become necessary to

appoint a European clerk to the post of 2nd. Clerk in the

Colonial Secretary's Office on a salary of £300 rising by

annual increments of £10 to £400 per annum.

The present 2nd. clerk, Mr. R. H.

A. Craig, was transferred to that post on the 10th. March,

1901, from the Gaol Department, where he had been serving

under his father, who is Assistant Superintendent of

Victoria Gaol. The then Colonial Secretary, Mr. J. H.

Stewart-Lockhart, required a European for the post and Fr.

Craig,

by comparison with the clerks who had preceded him,

gave satisfaction and was confirmed in the office.
