I have examined the accompanying Ordinance, entitled
An Ordinance to regulate the construction and
management of railways
and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions
The Ordinance is rendered necessary by the construction of
the Railway connecting this Colony with Canton. The Ordinance
authorises and provides for the construction of the Railway and
for its administration and management.
