but the point is that Sir F. Piggott held that the Govt had acted illegally
in contravention of the ord 1889
I have no doubt that the C.J. took especial delight in jumping with both feet
on the Executive but if the facts of the case (re : as to the illegality of Govt action)
are correct, I don't think that he exceeded the limits of justifiable
