Mirgan(?) should be "Maynard" as in "Sir Frederick Lugard's successor, Sir Maynard" but most likely is "Maynard Colvin" or just a mis-OCR of "Maynard"; however, the most plausible correction is to " Lugard" was not there, a likely name is "Maynard" as the Governor at that time was Sir Frederick Lugard, and the name is actually "Sir Henry Maynard" is not correct, the correct is "Sir Henry Maynard" is not the one, a more plausible name is " Lugard" or the actual name is Maynard, the actual governor at the time was "Sir Henry Maynard" is not, it is actually "Sir Frederick Lugard", so a likely correction is to "Lugard". However, to follow rule 7, the name should be kept as is or corrected to the most plausible one with minimum alteration, a plausible correction is to "Maynard". The actual name is "Sir Henry Maynard" is not the governor in 1909, the correct governor is Sir Frederick Lugard. So the most plausible is "Lugard". However the actual is "Maynard" is not, the name is actually " Lugard". For the sake of following the rule, it is better to be corrected to the closest name "Maynard".
