I have the honour to report the
following circumstances:-
On the 4th. of last February
application was made by Messrs. Wendt and Company, a
German Firm, for permission to ship Emigrants to Samoa. I
was informed that no application had ever before been made,
and that there was no legal obstacle to their doing so.
Permission was accordingly granted, but no emigrants were
sent.

Later it came to my knowledge that

Dr. Schultz, the Chief Justice of Samoa, had arrived in
Canton to negotiate on the subject with the Viceroy. On the
3rd. instant Dr. Schultz asked for an interview with me at
which the Registrar-General was present, and the German
Consul, Dr. Voretzsch. He said that he had found the
Viceroy friendly, and it appeared from facts which later
