I have the honour to transmit for

Your Lordship's consideration a précis of correspondence

relating to the examination in Hongkong Harbour by Doctors

attached to the United States of America Consular Service

of passengers, crews and cargo bound for Ports in the

United States. This correspondence also shows that a "poll-

-tax" is systematically levied in Hongkong by the United

States on passengers other than United States citizens

bound for the Philippine Islands, and that in one case at

least a seaman on a British Ship was illegally discharged

because the Captain of the ship preferred to run the risk

of a fine under Section 16 sub-section (12) of Ordinance

26 of 1901 rather than to sail for a United States Port

without the United States Hospital Service Doctor's

Certificate.
