In Hongkong Increased taxation is felt by everybody in some way or other. If you tax the opium trafficking classes they will have less money to spend and you will presumably buy less. Imposing extra taxation will not decrease the trouble of the unofficial members. It will rather increase it.
It will cause dislocation of business, open loss. I think that a generous allowance ought to be made possible to the Colony to meet its losses in the first year. I feel sure that this will be the view of those who decide what is to be done. To only halve the deficit seems to me to be below what is required.
