and I gathered from General Machado that he regarded his

task as a difficult one. His Excellency Kao intimated that

he would probably have to appeal to my good offices, and I

shall be glad to receive Your Lordship's instructions as to

whether I am to intervene in any way if appealed to, or to

refer the disputants to His Majesty's Minister at Peking.

In the former case I shall be glad of an expression of Your

Lordship's views on the matter under discussion.
