poles as the conductors.
Sections Nos. 23, 24, 25, 26 and 27, making
provision for Guard Cradles, I would submit are also unwork-
and further, if enforced, -able in Hongkong Streets and Roads, would materially increase instead of diminish the possibility of accidents. That the risk of falling wires is small under the method of construction adopted hy this Company is shown by the fact that during the eighteen years and upwards our Overhead Lines have been in use, none of the conductors have broken and fallen in the streets from any cause whatever, except by
reason of contact with branches of trees or treas and other objects falling across them and breaking the poles. Even under these circumstances it has been rare that the conductors then- -selves have been broken and it is obvious that the "Cradle" specified in the Regulations mentioned would have performed
no useful service.
The Board of Trade Regulations No. II (Supply at Extra High Pressure) do not affect our operations
as the maximum pressure employed by us does not reach the lower
limit of *Extra High Pressure".
Considering the difference between local conditions and those obtaining in England, may I be allowed to suggest that if the Baard of Trade Regulations enumerated in you communication are embodied in the proposed local Ordinance, the Governor in Council or the Director of Public Works should be given powers to modify or grant exemption from any clauses or sections in the Regulations that may seem reasonable to meet
local circumstances.
Trusting these observations will receive
your favourable consideration.
The Hon. Mr. W. Chatham, C.M.G.,
Director of Public Works.
