coming under this heading, is now employed by the Company to

furnish the major portion of their supply of Electric Energy to

Consumers. It is being extended, as time and circumstances

permit, to take the place of the older systems described under

Headings Nos. 2 and 3. It is laid down substantially in agree-

-ment with the Board of Trade Regulations cited in your letter

under Headings Nos. I and III, and is worked as nearly as local

circumstances will permit in accordance with these Regulations.

Although Concentric Cables are employed for

the High Pressure Feeders, it has not been found advisable to

connect the "Outer" Conductor to the earth at the Generating

Station as usually required by the Board of Trade. The reasons

for not making connection with earth arise from the fact that

this Concentric System is working in conjunction with Systems

No.s 2 and 3. Under these conditions, to earth the "Outer"

would (a) increase the liability of failure on Systems Nos. 2

and 3; (b) render them less safe to operate; and (e)cause

interference with telephonic comunication where the insulation

of the telephone system was imperfect.

Under Regulation I Section B No. 1, the

undertakers are called upon to provide a constant supply. It has

been the endeavour of this Company to furnish a constant supply,

with the exception of an interval of two or three hours each

Sunday morning. This interval is employed as far as possible in

testing, making new connections, repairs or changes in the

general distribution system or in the Generating Station, that

may from time to time become necessary. The above work is

generally of a more or less hazardous nature, especially with

native workmen, when carried on in the proximity of High

Pressure Apparatus, &c., and to be able to perform this work,

with no possibility of coming into contact with High Pressure is materially conducive to absence of accidents. Sunday morning

is selected for cutting off the supply as being the time when

it is least required by consumers.
