It would be difficult if not impossible.

To explain my meaning I would refer you to Regulation No. 1 (a) on the first of the brochures under consideration viz:- Regulations and Byelaws as regards Electrical Power under Statutory Rules and Orders for a Tramway or Light Railway.
The Regulation reads as follows:-
1. Every motor carriage used on the tramways shall comply with the following requirements, that is to say:-
(a). "It shall be fitted, if, and when required by the Board of Trade, with an apparatus to indicate to the driver the speed at which it is running".
This Regulation has never been enforced so far as I am aware, and I instance this as evidence that the Board of Trade authorities do not insist upon the too literal interpretation of these Regulations.
I have found in my own experience that the Officers of the Board are always prepared, in the enforcing of Regulations enacted by their Board, to give full consideration to representations made by those responsible for the technical management of such undertakings.
I believe it has recently been suggested by the Board of Trade that a certain number of cars on every system should be provided with speed indicators.
I am subject to correction, but I believe there is no such indicator on the market which the Board of Trade would be prepared to certify as accurate, and until this object has been attained one cannot conceive that the Board would seriously consider the enforcement of this Regulation.
