to be that, although the full Regulations could not possibly be enforced owing chiefly to local conditions, the Companies would make no objection to the passing of a law on the subject, if the Director of Public Works or some other Government representative is given the power of modification.
3. As the comparatively few exceptions which the local Companies take to conforming to the Regulations are mostly of a technical nature, I have thought it best to refer the correspondence to Your Lordship with the brief description of the nature and extent of the Companies' operations contained in Mr. Tooker's minute, and I shall be glad if a Bill can be drafted by a qualified expert for introduction in the Legislative Council of this Colony. Mr. W. Chatham, the Director of Public Works, is at present on leave in the United Kingdom, and would no doubt be able to assist the draughtsman with his advice and local experience.
