Henry Berkeley reports that
the notification is made to
put up representations made
by those interested in the
trade. But it appears to
him that the effect will be
to increase the price at
which morphine
is to
be
sold, and possibly to have
an adverse effect on
the drug.
3. I should be glad to learn
the nature of the representations
made to the Secretary on this
subject, and what effect you
anticipate with regard to
the notification and the
supplies. For the present, pending the receipt of representations, I propose to defer tendering
my advice to you with
regard to the exercise
of his powers by the Acting Secretary.
