My Lord,

In reply to Your Lordship's Despatch No. 58 of the 15th of last April, I have the honour to state that there is no objection to the proposal that the Admiralty should have exclusive occupation of a portion (shown verged blue on the plan annexed to Your Lordship's Despatch) of the Arsenal Yard and the reclamation in front of it, provided that the transfer is effected in the usual way through the intervention of the Colonial Government, and subject to the following conditions, viz.:-

(1.) that no charge be made to the Admiralty;

(2.) that, in the absence at present of any general memorandum of Military Lands wherein the Military Authorities could make an entry that they waive any claim to be credited by the Colonial Government with the value of the land in question or with any equivalent land, the Military Authorities shall join in the transfer to the Naval Authorities for the purpose of such record;

(3.) that should the Admiralty desire to re-transfer the area in question to the Military Authorities...
