(b). That he should, if the Governor considered that there was a specially eligible Barrister available, be appointed from the local Bar with the right of private practice, but not as a permanent Civil Servant and with no claim to pension. Salary £1,500. Object, increased efficiency, and knowledge of Chinese etc. Also economy in pension.
(c). As above, but that he should become a permanent Civil Servant with right to pension. Salary £1,000. Object, better control by Government, economy in salary, increased efficiency by knowledge of Chinese etc.
9. The proposal to disallow private practice was first brought forward in Sir William des Voeux's Despatch No. 329 of 23rd November, 1888, and formed the subject of Lord Knutsford's Despatches Nos. 79 of 12th April, 1889, 140 of 3rd July, 1889, and 212 of 25th October, 1889.
10. It will be seen from the enclosures that the legal gentlemen whom I have consulted are unanimous in their view that the Attorney-General could not cope with the volume of work of his office and engage in private practice.
