In view of the necessity which unfortunately exists for raising additional Revenue next year in order to meet the Expenditure, I appointed a Committee to report as to any means by which Retrenchment in the Expenditure of the Colony might be effected.

The Committee consisted of Mr. 7. H. May, C.M.G., the Colonial Secretary, Mr. A. M. Thomson, the Colonial Treasurer, Mr. C. Mcl. Messer, the Postmaster-General, who has at various times acted as Treasurer, and Mr. Murray Stewart at that time representing the Chamber of Commerce in the Legislative Council.

The latter gentleman was last year selected by the Unofficial Members to reply to the speech in which I introduced the Estimates and in the course of his remarks he stated that he and his colleagues were not satisfied that some curtailment of Expenditure was not possible.

Their report is engaging my careful attention.
