1. LAND. The Estimate of February 4, 1908 shews an increase of $1,056,838 over that of June 1907, and has been decreased by $659 in the final Estimate. The increase is justifiable and due to the decision of Government to resume the deep sea wharf known as "Blackheads", and to move the site of the Terminal to North of Salisbury Road. It appears to have an over-Estimate.

2. EARTHWORK. The Estimate of February 1908 shewed a saving over the original Estimate (June 1907) of $140,504 (the cost of the last section of sea-wall having already been debited to this vote. C.R.E's note on No.2 Est.). Against this saving are the following debits:-
For lowering slope of big cutting (The C.E. suggests that all or a part be borne by Government) $35,000
For cutting off corner of Signal Hill 40,000 $75,000
Apparently this vote should also shew a saving of $57,328 (viz $132,329 estimated saving last year less $75,000 as above) it is however increased by $8176. The saving is very creditable.
3. TUNNELS. The C.R.E's report states that the cost of the big tunnel was reduced during 1908 as follows per lineal foot:
1907 Heading $134 1908 $70.49
Enlarging $275 $140.86
Bricking $221 $113.54
