I have the honour to enclose copy
of a Report by the Chief Resident Engineer on the Railway for 1908, together with a copy of the Local Hansard report-ing two statements made to the Legislative Council by me regarding the Railway.

In making the promised annual statement I found myself in a difficult position, for while I was anxious not to make any observations which might afford grounds for adverse criticism of British Engineer-ing, I had to explain an increase of $1,143,821 over the Estimates presented to Council a year ago (of which $996,409 was for the Tunnel), and to make some statement regarding the defective Bridges which have formed the subject of questions by Unofficial Members, more especially in view of the fact that it was known that the subject had been fully investigated during Mr. A. J. Barry's recent visit,
